PSA Inc. operates very similar way a lobbyist group may work with a little twist.

Our staff is not your typical lobbyist because we see our self's as part of the education family. Since our staff does more than a lobbyist typically does we like to call our staff legislative liaisons. Our communication is a two way street and we explain the effects of bills on school districts and work with them to get the most out of the new laws. At PSA we offer the following services to school disticts.

Long-range Strategic Planning Activities

·	Work with the client to develop a long-term legislative strategy which defines public affairs goals.

·	Identify available vacancies on education boards and commissions, and work to identify qualified candidates for consideration by the governor.

·	Develop a strategy to interact with teacher associations in promoting public education’s legislative priorities to gain support and reduce roadblocks.

·	Work with legislature to increase education spending for all public schools.

Political Grass Roots Coordination

·	Develop a grass roots campaign to inform the general public on what legislature is pro-education and which ones are anti-education.

·	Identify key elected officials or appointed policy makers and strive to establish a personal relationship with them and their office management.

·	Coordinate political involvement.

·	Attempt to increase parent and teacher involvement in the election process and encourage parents and teachers to actively participate in the campaigns of local officials.

Interim Legislative Monitoring

·	Identify the major legislative interim studies of interest public schools.

·	Monitor agencies undergoing "Sunset Review" of interest to public schools.

·	Provide public schools with periodic written reports on evolving legislative issues.

·	Arrange for personal meetings with the chairman and members of committees that are studying issues important to public education.

·	Suggest to the legislative leadership issues that are specific to the goals of public education that should be studied or reviewed.

Legislative Session Lobbying Activities

·	Provide school districts with a written list of the key players in the legislature serving on education committees during each legislative session.

·	Communicate to the Legislature all priorities of school districts and make every attempt to accomplish their legislative goals.

·	Work with elected and appointed leaders in passing, amending or defeating priority legislation identified by school districts.

·	Attend legislative hearings and meetings pertinent to legislative goals of school districts. Report findings and final actions of committees to school districts.

·	Be present to provide oral testimony when questions are raised or information is needed to promote the legislative priorities of public education.

·	Monitor all legislation introduced and transmit copies of pertinent bills to school districts for review and analysis.

·	Communicate with designated representatives of school districts regarding desired action to be taken on proposed legislation.

·	Work with representatives of school districts to determine the impact of proposed legislation and communicate public education position to the legislature.

·	Represent school districts when necessary during negotiations and planning sessions on impending issues. A full report of all negotiations will be communicated to school districts.

·	Represent public education at all political functions throughout the campaign season.
